Robert A. Harris, II (Rob) was born in Roanoke, Virginia. He graduated from Virginia Commonwealth University in Richmond, Virginia in 1982 and proudly served on active duty in the United States Navy from 1984-1990. He graduated from California Western School of Law in San Diego, California in 1992 and practiced law in San Diego and Los Angeles for two years before relocating back to Virginia in 1994. He was admitted to practice law in Virginia and Georgia in 1994. In 2000, he became a member of the Maryland Bar. He currently limits his practice to residential and commercial landlord-tenant (eviction) cases; collections, fair housing and discrimination claims for landlords and occasionally on behalf of tenants. Rob is often appointed by the local Court to serve as a Guardian ad litem for members of the military and incarcerated individuals in civil cases. He is an active member of the Virginia and Maryland State Bars as well as the Prince William County Bar Association and enjoys handling matters throughout the Commonwealth of Virginia. Rob is also a member of both the Virginia Creditors Bar and the National Creditors Bar Associations. He enjoys putting on seminars and lectures for property managers regarding landlord and tenant law and never turns down an invitation to speak.

Connell A. Loftus has practiced creditors’ rights, collection, landlord tenant and bankruptcy law since 1994. His experience includes management, operations, litigation and enterprise consulting. He is a contributor to industry publications, such as Inside ARM and Collector Mentor. He is an active member of the Virginia, District of Columbia and Georgia bar and practices in the state courts of those jurisdictions. Mr. Loftus is a native of Fairfax City, Virginia and a graduate of the George Mason University Antonin Scalia Law School, the Virginia Polytechnic Institute and State University (Virginia Tech), the Fairfax High School and the Saint Leo the Great Catholic Elementary School.

Currently, Mr. Loftus is engaged as a creditors’ lawyer, specializing in asset recovery, creditors’ bankruptcy, landlord tenant litigation and defending consumer financial services litigation. His practice also includes consulting projects as a Subject Matter Expert (SME) for creditors and third-party collection operations, including governmental collection efforts. Previously, he served as the managing partner of the largest creditors’ rights and collection law firm in the country, Mann Bracken LLP, the Successor by Merger to Wolpoff & Abramson LLP and Eskanos & Adler (MB). In that role, Mr. Loftus focused primarily on managing the operation and managing risk in a high-volume legal practice.

Elisa D. Morgan

Elisa D. Morgan grew up in Fairfax County, Virginia. She graduated with High Distinction from George Mason University, earning the Steven T. Early, Jr. Award for Outstanding Senior in Government and Politics. In 1997, she graduated from the University of Virginia School of Law, perennially ranked among the top ten law schools in the country. During law school, she served on the editorial board of the University of Virginia Journal of Law and Politics and interned at the Virginia Attorney General’s Office.

Ms. Morgan began her career as a law clerk for the judges of the Virginia Beach Circuit Court and has served as a Virginia Supreme Court certified guardian ad litem for children and incapacitated adults. As a provisional instructor for the Virginia Department of Criminal Justice Services, she instructed law enforcement officers on topics that included ethics, liability, evidence, and judicial process. For twelve years, Ms. Morgan was an adjunct professor at Saint Leo University, teaching Business Law, Employment Law, and Substantive Criminal Law. She is co-author of Adoption Procedures and Forms: A Guide for Virginia Lawyers (4th ed.), published by the Virginia Law Foundation.

Ms. Morgan is admitted to practice in the state courts of Virginia (1997), Maryland (2021), and Georgia (2021). She is also admitted to the U.S. Court of Appeals for the Fourth Circuit (1997), the U.S. District Court for the Eastern District of Virginia (2000), the U.S. Bankruptcy Court for the Eastern District of Virginia (1998), the U.S. Bankruptcy Court for the Western District of Virginia (2023), and the United States Supreme Court (2005).

Ms. Morgan is a member of the Virginia Creditors Bar Association, Maryland-DC Creditors Bar Association, and National Creditors Bar Association. She joined the firm in 2018, focusing on creditors’ rights, landlord-tenant law, and collections.

Jennifer L. Kenel

Jenni is originally from Montgomery County, Maryland. She graduated from the West Virginia University College of Law in 2021 as a member of the Order of the Barristers. During her time in law school, Jenni clerked for the U.S. Attorney’s Office in Washington, D.C. and the Public Defender’s office in Kingwood, West Virginia. As a third-year student, Jenni worked as a student attorney in the West Virginia University College of Law Veteran’s Advocacy Clinic. Prior to joining HarrisLoftus, Jenni worked as an Assistant State’s Attorney in Charles County, Maryland. She is currently admitted to practice law in Maryland. Outside of work, Jenni loves to spend time with her two dogs – Oshie and Apollo, ride her horse – Venus, and spend time outside hiking.

Sarah E. Lewis was born in Arlington, Virginia. She graduated from the College of William and Mary in 2017 and West Virginia University College of Law in 2020. During law school, she worked with the West Virginia Uniform Law Commission and clerked at the Law Office of J. Douglas Lewis. Ms. Lewis is admitted to practice in all Virginia state courts (2020), the U.S. Bankruptcy Court for the Eastern District of Virginia (2021), and the U.S. District Court for the Eastern District of Virginia (2021). Currently, Ms. Lewis focuses her practice on creditors’ rights, landlord-tenant law, and collections. She is licensed in Georgia and DC.

William P. Anglin

William P. Anglin (Bill) was born in Texas and joined the military after high school, eventually retiring after serving over 20 years. He graduated from the University of Houston in 1993 and earned his MBA from Norwich University in 2006. He attended law school at the Catholic University of America (Columbus School of Law). Bill is licensed to practice law in the Virginia and Maryland state courts, as well as the U.S. District Court for the Eastern District of Virginia. He is also a member of the Virginia Creditors Bar Association and the Frederick/Winchester and Prince William County Bar Associations. He spent his first year of law practice as a criminal defense attorney, but has subsequently focused his attention on representing individuals, landlords, small business owners, and nationwide companies in their efforts to recover debts and accounts receivables owed to them.

Daniel Waters was born in Henrico, Virginia. He graduated from Old Dominion University with a double major in Political Science and Philosophy. Daniel studied law at Regent University School of Law in Virginia Beach. During law school, he served as President of the Trial Advocacy Board and was on the Board of the Business Law Association and Virginia Bar Association Student Organization on campus.

Daniel primarily represents consumer and commercial finance companies, credit unions, medical practices, landlords, and construction material companies in creditor’s rights and civil litigation matters in Virginia. He has represented clients in Virginia Circuit and General District Courts as well as the Federal District Court in Richmond.

Daniel serves as Vice President of the Virginia Creditors Bar Association and as Trustee at a local private school. He resides in the Richmond area with his wife and two children.
